Description of Position:

The Education Specialist, Data Management and Governance will have an exciting and unique opportunity to impact Delaware education reporting and data analysis statewide. You will work with some of the most passionate, dedicated, and capable team members who are committed to your success. Above all, you will be at the center of an exciting change for the betterment of Delaware education data.

The mission of the Data Management and Governance workgroup is to promote, analyze, report, and responsibly exchange actionable education data. As a core member of this team, your work is to support, maintain and expand various data reporting and analysis capabilities across the Department of Education.

The Data Management Education Specialist plays a critical role in advancing the state's efforts by providing technical leadership and management of all routinely requested data, including the completion of federal and state reporting requirements, as well as quality assurance of data sets. Through the analysis and reporting of data, the role will support Department leadership and other stakeholders who execute on strategies to improve the educational experience for all students in Delaware public schools. The ideal candidate will possess significant technical knowledge of current relational data storage, maintenance, retrieval and visualization.

To succeed in this role you must be able to:
  • Retrieve - you must be able to find and select the correct data from a multi-server data environment that includes operational data stores, a longitudinal data warehouse, and a suite of data marts
  • Visualize - you must analyze and visualize data that present clear and actionable data to leaders both within the Department of Education and districts;
  • Problem Solve - you must anticipate and solve data-related issues in a team environment to support the Data Management and Governance workgroup;
  • Coordinate - you will support the project management and implementation of a number of critical endeavors;
  • Communicate - you will serve as a link between the Department and districts and schools on the accuracy of data reported;
  • Connect - you will need to build strong partnerships with key stakeholders, both within the Department of Education and with districts.

Major Responsibilities Include:
  • Retrieve, manage, maintain and modify large data sets, and/or databases.
  • Prepare data presentations and respond to ad-hoc data requests for internal and external use.
  • Serve as a data resource to specific projects throughout the Department as assigned.
  • Prepare required federal and state reports.
  • Work across non-congruent data sources to support the creation of standard data definitions and business system requirements that meet the needs of multiple stakeholders.
  • Support the development and implementation of data governance rules for the organization.
  • Perform quality assurance testing to ensure business rules align with user-defined needs.
  • Perform other duties as assigned.

Essential Qualifications and Skills

Education: Bachelor's Degree (Master's preferred) in the areas of mathematics, statistics, computer science or related fields.


  • A minimum of three years of experience with large data sets, preferably using Microsoft SQL Server relational databases and enterprise information systems.
  • Demonstrated proficiency with analytical software and in creating and modifying structured query language (SQL) or other programming language.
  • Demonstrated proficiency with Microsoft Excel data visualization tools.
  • Experience managing multiple projects while ensuring that goals and priorities are met.
  • General knowledge of education related data domains a plus, but not required.

  • Demonstrated ability to translate business requirements in data specifications
  • Good project management skills in public, non-profit and/or private sectors; track record of delivering results against tight deadlines
  • Team orientation and willingness to contribute at all levels to ensure successful implementation
  • Strong oral and written communication skills, particularly in translating data into easy-to-interpret, actionable reports, presentations and findings


Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
