Title of Position: Local Cost Recovery Specialist

Reports to: Education Associate, Federal Funds

Location: New Castle County Vo-Tech

Description of Position:

The Local Cost Recovery Specialist position will support the Children's Services Cost Recovery Project and will be expected work at and/or travel to various locations in the State. This is a full time position with activities coordinated by the Department of Education. This position will be classified as a Financial Secretary with a title of "Local Cost Recovery Specialist".

Major Responsibilities:
  • Generate Medicaid claims for health-related services provided in the Local Education Agencies (LEAs) through the school-based health program.
  • Conduct quality assurance compliance reviews and monitoring in accordance with the Children's Services Cost Recovery Project School-Based Health Services Provider Specific Manual.
  • Enroll personnel and contractors in LEAs with the Department of Health and Social Services Delaware Medical Assistance Program.
  • Train practitioners in accordance with the Children's Services Cost Recovery Project and Medicaid policy and procedures and provide on-going technical assistance in areas of program operations.
  • Travel to various regional school sites to conduct review of students' health services records for completeness of supportive documentation and meet with LEA staff for training and assistance.
  • Perform other Children's Services Cost Recovery Project related duties, as assigned.

Essential Qualifications and Skills

Education: High School graduate; Associate Degree preferred.

  • Experience with the interpretation and application of State and Federal regulations and policies
  • Experience in word and excel processing, financial and electronic recordkeeping, and general office procedures
  • Experience in conducting procedure and system training
  • Experience with researching and providing solutions for challenges
  • Experience conducting quality reviews and monitoring

  • Effective oral and written communication, as well as excellent listening and interpretation skills
  • Strong attention to detail with ability to track multiple due dates
  • Proficient experience with Microsoft Office (Word, Excel, PowerPoint, etc.) products as well as database systems
  • Strong interpersonal, collaborative, relationship-building and negotiating skills
  • Self-motivated and capable of working independently
  • Knowledge of Medicaid Claiming for Early Periodic Screening, Diagnosis and Treatment (EPSDT) is preferred
  • Knowledge of Individualized Education Programs (IEP) is preferred
  • Possession of valid driver's license and access to personal automobile is required. Mileage will be reimbursed in accordance with State Policy


Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
