Title of Position: Education Associate, Title I, Part C and Title IV Programs

Reports to: Director, Title Programs and Grant Support

Description of Position:

We are currently recruiting for an Education Associate responsible for managing two federal programs: Title IV, Part A Student Support and Academic Enrichment and Title I, Part C Education of Migratory Children programs. This position will manage the programmatic, fiduciary and reporting requirements for both programs. The selected candidate will also work in tandem with LEAs, department staff, and stakeholders to ensure the successful implementation of Delaware's Every Student Succeeds (ESSA) State Plan.

Major Responsibilities Include:
  • Manage the programmatic and financial aspects of the Title I, Part C and Title IV, Part A federal programs;
  • Develop and implement processes and practices to fulfill commitments of Delaware's ESSA State Plan;
  • Provide assistance to the Director for Title Programs and Grant Supports to ensure federal and state requirements are met for workgroup assigned initiatives;
  • Represent the Department at committees, conferences, workgroups, and related meetings;
  • Provide recommendations, including rationale, for policy and process development and/or changes to improve regulatory compliance controls and integration of federal and state requirements;
  • Develop budget plans and manage financial expenditures in accordance with federal, state, and agency regulations, policies and procedures;
  • Provide accurate and timely responses to monitoring and/or auditing requests from funding agencies; including developing corrective action plans if needed;
  • Develop and prepare operational and statistical reports for management and regulatory agencies;
  • Align LEA funding application, training material, and technical assistance resources with current federal laws;
  • Respond timely and accurately to LEA inquires, requests for assistance, and resolve non-compliance issues;
  • Develop and provide programmatic and financial resources aligned to governing statutes for LEAs;
  • Actively participate in developing and managing LEA monitoring activities; which includes creating monitoring protocols aligned to governing statutes, working in collaboration with other department staff to conduct both on-site monitoring visits and desk audits, developing corrective action plans and time frames, reviewing completed protocols for accuracy and alignment to documentation, and issuing final dispositions; and
  • Review LEA funding applications, provide assistance to address areas of non-compliance, and provide individualized technical assistance to improve application quality for the proceeding funding year.

Essential Qualifications and Skills

Education: Bachelor's degree in education, public administration, business administration or a related field from an accredited educational institution is required; Master's degree preferred in a relevant field.


  • A minimum of five years of project or program management experience with a focus on ensuring deliverables are met within budget and on time
  • Experience developing and providing technical assistance
  • Experience with federal programs
  • Three years of relevant work experience with English learners (Preferred)
  • Fluent in two languages (Preferred)
  • Experience in supervising staff, who assist and/or fulfill program goals (Preferred)

  • Process oriented mindset with a demonstrated ability to independently and proactively problem solve.
  • Project management skills resulting in executable project plans with reasonable goals and time frames.
  • Demonstrate the ability to meet deadlines and manage time effectively with the highest degree of accuracy, while working in an environment of fluctuating priorities and frequent interruptions.
  • Ability to disseminate information on both a technical and general operational level.
  • Strong organizational and time management skills with exceptional attention to detail.
  • Effective leadership, planning, and decision-making skills.
  • Strong interpersonal skills, including the ability to interact, engage, and influence a variety of people on varied levels.
  • Ability to work both independently without close oversight, but also a team player who will productively engage with others at varying levels of seniority.
  • Exemplary writing skills, including but not limited to:
    • Efficiency in designing new content, tailoring content to audience and purpose,
    • Technical accuracy, concise style, and exemplary discernment of documented information.
  • Technical proficiency with Microsoft Office suite and computerized financial systems.


Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
