Title of Position: Education Associate, School Transportation

Reports to: Associate Secretary, Operation Supports

Description of Position:


The primary responsibility of the Education Associate, School Transportation is overall leadership of public school student transportation services in Delaware. This position is responsible for development and oversight of the annual school transportation budget, coordination of a comprehensive statewide school transportation safety program, and providing training and technical assistance for district and charter school transportation services. The Education Associate will convene regular meetings with district and charter school transportation supervisors and will represent the department as a member on state and national committees and organizations.

Major Responsibilities:

  • Promote the department's mission by providing exemplary service to stakeholders
  • Provide training and technical assistance to district and charter school transportation supervisors; help transportation supervisors to problem solve pupil transportation issues
  • Prepare, monitor and forecast the annual public school transportation funding formula and contracts including homeless student transportation, changes in fuel costs, emergency day reductions, and other employment costs
  • Manage the annual school bus bid and procurement process
  • Collaborate with DMV and SBI to conduct high quality Certified Delaware School Bus Driver Trainer, initial driver, and bus aide training programs
  • Coordinate transportation contracts including the Pupil Transportation System software, TripSpark software, and drug and alcohol testing of school bus drivers and aides
  • Provide technical assistance to districts, charter schools, and contractors related to TripSpark software, Pupil Transportation System software, safety requirements, equipment specifications, driver requirements, funds use, equipment replacement, and other related topics
  • Develop practices and procedures in accordance with program legislative and regulatory requirements
  • Monitor state and federal legislative and policy changes that may impact the school transportation system, drivers, funding or costs.
  • Communicate with other administrators, district personnel, and contractors to coordinate activities and programs, resolve issues and conflicts, and exchange information
  • Supervise two staff members. This will include the directing, counseling, and performance assessments of their work
  • Provide pupil transportation support to non-public schools upon request
  • Perform other duties as required

Essential Qualifications and Skills

Education:
Bachelor's Degree (advanced degree in a related field preferred)

Experience:

  • Minimum of five years of operations experience
  • Experience managing multiple projects while ensuring that goals and priorities are met
  • Experience with public relations and communication with a range of stakeholders
  • Experience implementing annual budgets, developing financial reports and forecasting expenditures
  • Experience interpreting and carrying out federal and state regulations
  • Preference for individuals with supervisory experience
  • Preference for individuals who have school transportation, mass transportion or safety management experience

Salary:

Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
