Title of Position: Education Specialist, Early Learning Transition Support

Reports to: Executive Director, Office of Early Learning

Description of Position:

The Delaware Department of Education is seeking an Education Specialist for Early learning Transition Support to design and implement supports to benefit children from birth to school entry, and their families. This individual will manage initiatives directly and provide leadership in creating linkages across agencies and services that support birth through age eight children's physical, emotional, and mental health and support and engage families for an aligned statewide early childhood system.

The scope of work will require significant coordination and collaboration both within the Department of Education and across other state Departments, public and private early learning programs, districts and schools. This individual will be a member of the Office of Early Learning.

Major Responsibilities Include:
  • Create conditions for each Early Childhood Assistance Program (ECAP) program to serve as statewide high quality preschool models
    • Lead research and evaluation of project
    • Serve as ECAP program technical assistant
    • Design and execute training opportunities for early learning professionals with partners, such as Early Head Start-Child Care Partners.
    • Manage budget and monitor all contracts deliverables
  • Manage implementation of the state's kindergarten entrance readiness tool (Delaware Early Learner Survey)
    • Serve as program implementation technical assistant
    • Design and execute training opportunities for kindergarten teachers and administrators based on statewide trends
    • Publish and present data to partners
  • Work collaboratively on initiatives strengthening support for children and families transitioning between 0-3, 3-5, 5-8 systems.
    • Design documents on early learning best practices for a variety of audiences.
    • Assist in aligning early learning outcomes and developmental indicators across birth through third grade.
  • Support the expansion and access of high quality, workforce and career development opportunities for staff.
    • Design and facilitate professional development, in a variety of contexts, and in collaboration with a variety of organizations
    • Assist in aligning teacher competencies across birth through third grade.
  • Coordinate state meetings and committee work to further the development of a high quality early learning system for Delaware.
  • Serve as a representative of Delaware for national collaborative projects and state consortium efforts related to current job responsibilities.
  • Perform other duties as assigned by the Executive Director.

Education: Bachelor's Degree (Master's preferred) from an accredited college or university, preferably with a concentration in Early Childhood Education, Elementary Education or directly related field.

Experience:
  • Minimum of five years successful related experience in such areas as developing collaboration and project management.
  • Experience with birth through third grade education across content areas.
  • Experience with technical assistance to diverse public and private early learning programs and schools.
  • Preferred experience with facilitation and coordination of professional development programs.
  • Preferred experience designing communications and managing social media.
  • Preferred knowledge of Head Start and best practice in early childhood education, systems development and integration.
  • Leadership experience managing large scale projects.

Salary:

Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
